Add info to last release on OEP Startpage

Description of the issue

Underneath the boxes for the database and scenario bundles and so on a new section with an information text about the newest features and updates should be shown.

Related to issue #2025

Ideas of solution

Create a markdown file with the current information and integrate that into the startpage.
