The developer instructions document is mature and well-maintained (Document History runs from v1.0 to v9.17). This weekly run found scratchpad/ fully clean and corrected two non-normative tone issues in the specs/ security architecture documents that the v9.16 specs pass missed.
Critical Information
No blocking issues. All changes are word-level removals of subjective qualifiers; no structural, code-block, heading, or link edits were made. Normative RFC-2119 language and defined conformance-level names were deliberately preserved.
