data misfit and regularization

These pieces are quite general and would be nice to break out (and break the regularization into multiple files so it is easier to maintain - cc @fourndo). Thoughts on having DataMisfit and Regularization live here?

I think there needs to be a bit more discussion about the scope of this repo (#5)!
