Not sure why those links from the first commit got borked in the docs, but I fixed them and tested in docusaurus if they were correct. Fix in 7da05cc

Expanded documentation on Redis capabilities, including data storage, key design, data structures, and platform limits. Added examples for using Redis transactions and handling quota failures.
Expanded Redis documentation with details on data storage, key design, data structures, shared state, quota failures, and scheduled maintenance. Added best practices and examples for using Redis effectively in Devvit applications.
Added release notes for version 0.13.4, including updates to Redis documentation and guidance.
Fixed a broken link in the Redis documentation section.
