Update linter related dependencies

Update ESLint, Prettier, Textlint, and Markdownlint related dependencies.

Don't update dependencies unrelated to the ones mentioned.

Hi! I started working on this issue, but I'm unable to install dependencies because npm fails to download @sugarlabs/musicblocks-v4-lib with a 401 Unauthorized error from npm.pkg.github.com.

Is there any setup step or GitHub Packages authentication requirement for contributors?
