This pull request updates the project version from 3.3.0 to 3.4.0. Ran `mise up` to bump pinned tool versions (hugo, lychee). lychee was upgraded 0.23.0 -> 0.24.2, which replaced the boolean `include_fragments` config option with an enum (none|anchor-only|text-only|full).
