At this time it does not, but a new updated version is planned for the future. Bootstrap 4 is still considered ALPHA.

Does WP Bootstrap NavWalker load Bootstrap CSS & JS?

No, it's required that you choose how to load both the Bootstrap CSS & JS within your project, we recommend using bootstrapcdn.com as a quick way to get started.

My Top Level Dropdown menus do not redirect properly when clicked?

This is by design, and was done on purpose by the bootstrap team in order to provide better responsive designs.

Does WP Bootstrap NavWalker support mega-menus (Menus with Large Area dropdown sections)?

No. At this time it does not, and there are no plans to do so soon.
